Advertising agencies in the UAE: a checked shortlist for Dubai and Abu Dhabi

Eight Dubai and Abu Dhabi advertising agencies, checked on their own websites, and what to ask about Arabic and English campaigns, creator permits and pricing.

Key takeaways
  • Eight UAE agencies are listed alphabetically, with offices and services checked on their own sites.
  • Bilingual work needs native transcreation, right-to-left design and separate campaigns per language.
  • Confirm that every influencer on a campaign holds a UAE Advertiser Permit.
  • Ask for fees, media, production and VAT as separate lines, and keep ad accounts in your name.

The UAE advertising market is unusual in two ways. Campaigns often have to work in both Arabic and English, and many agencies based in Dubai run work for the whole Gulf and wider MENA region, not just the Emirates. So when you compare advertising agencies UAE-wide, you are really comparing three things: creative and media capability, language capability, and regional reach.

This guide lists eight agencies with offices in Dubai or Abu Dhabi, then covers bilingual campaigns, the influencer permit rules, pricing in dirhams and the warning signs to look out for.

Disclosure: Appryze compiled this list. We are a performance marketing team based in New Delhi, India, we serve clients in the UAE remotely, and we have no UAE office. We are not included or ranked in the list. Agencies appear alphabetically, not by quality. Every address, founding year and service was checked on the agency's own website in November 2026. You will not find star ratings, rate cards, award counts or client names below; we had no independent way to confirm them.

Digital Gravity

Digital Gravity describes itself as a Dubai-based full-service digital agency founded in 2014 and lists its office in The Curve Building on Sheikh Zayed Road. Its services cover web and mobile app development, UI/UX, digital and social media marketing, SEO, branding and creative, AI, AR/VR and 2D/3D animation.

Its site groups services into digital strategy, website building, lead generation, brand visibility, and content creation and distribution, with HubSpot CRM, video production and AI services.

Ogilvy

Ogilvy lists two UAE offices: the Al Saqr Business Tower on Sheikh Zayed Road in Dubai, and the Sheikha Fatima bint Mubarak Building on Abu Dhabi Island. The network was founded by David Ogilvy in 1948 and lists advertising, PR and influence, relationship design, consulting and health as its capabilities. It is the only agency on this list that shows an Abu Dhabi address.

Prism Digital

Prism Digital lists its office in Latifa Tower at the World Trade Center on Sheikh Zayed Road, with further offices in Vancouver and Mumbai. Its services include SEO, paid media across Google, Meta, Snapchat, TikTok, LinkedIn and YouTube, Amazon and marketplace marketing, WhatsApp Business API, web and app development, and video production. Its site also has an Arabic version.

Serviceplan Middle East

Serviceplan Group Middle East says it opened in Dubai in 2010 to serve the MENA region. It lists ideation and campaigns, design, UX and visual design, brand strategy, social media, PR, event marketing and content creation, production and management.

Social Panga

Social Panga lists its UAE office in Building 1, Dubai Media City, alongside offices in India. For the UAE it lists creative and digital strategy, media planning and buying, branding and marketing communications, influencer management, UI/UX design and video production.

Socialeyez

Dubai or Abu Dhabi: does the emirate matter?

Most independent digital agencies are based in Dubai, often in the free zones, and serve clients across all seven emirates. Abu Dhabi has a strong base of government, semi-government and large corporate advertisers, and some of the network agencies keep offices there to be close to them.

For most private businesses, a Dubai agency can serve an Abu Dhabi brand without trouble. Where a local presence helps is in procurement processes that favor local registration, frequent stakeholder meetings in the capital, and events or activations on the ground. If your buyer is a government entity, ask early which registrations or vendor approvals the agency already holds.

Arabic and English campaigns: what to ask your agency

Bilingual work is where UAE agencies differ the most. Translation alone is rarely enough. Ask each agency how they handle these points:

The UAE Advertiser Permit and influencer campaigns

If your plan includes creators, check the rules first. The National reports that the UAE Media Council requires an Advertiser Permit for anyone posting promotional content on social media, paid or unpaid, with exemptions such as people promoting their own business. Ask your agency to confirm that every creator on a campaign holds a valid permit and to keep a record. This is practical guidance, not legal advice; check the Media Council's current rules before launching.

How to choose an advertising agency in the UAE

  1. Define the job. Brand campaign, media buying, social media, or measurable performance (leads, sales, installs). Shortlist agencies that lead with that job.
  2. Check language capability. Ask to meet the Arabic copywriter or reviewer, and ask for bilingual examples.
  3. Check regional scope. If you also target Saudi Arabia or other GCC markets, ask whether the same team runs them and how they handle local creative.
  4. Meet the account team. Ask who runs your account after the pitch and how many other brands they manage.
  5. Confirm ownership. Ad accounts, pixels, analytics and social pages should belong to your company, with the agency as a user.
  6. Ask for a 90-day plan. Tests, budgets, KPIs and decision points, written down.

For paid search specifically, our guide to choosing a Google Ads agency covers fees and account structure in more detail.

Pricing in AED: models and rough ranges

UAE agencies use the same models as elsewhere: monthly retainers, a percentage of ad spend, project fees, and occasionally performance bonuses. Numbers vary widely with scope, seniority and how much bilingual production is involved. As a rough planning guide only, small independent retainers for one or two channels often start in the low thousands of dirhams a month, broader digital mandates commonly run into the tens of thousands of AED a month, and network creative retainers are higher still. Bilingual creative typically costs more than single-language work because the copy and design are done twice.

Ask for fees, media and production as separate lines, check whether the 5% VAT is included, and make sure the ad platforms bill your company directly.

Where Appryze fits

Appryze has no office in the UAE. We are a New Delhi team that serves UAE clients remotely, running paid performance marketing on Google Ads, Meta, Amazon and app campaigns; we do not offer branding, PR or creative-agency retainers. India is 90 minutes ahead of the UAE, so our working days overlap almost completely. See our performance marketing and app marketing pages, or read our guide to app development companies in Dubai if you also need an app built.

Frequently asked questions

Which are the top advertising agencies in Dubai?

Dubai has network agencies such as Impact BBDO, Ogilvy and Serviceplan Middle East, and digital-first agencies such as Digital Gravity, NEXA, Prism Digital, Social Panga and Socialeyez. The right choice depends on whether you need a brand campaign, media buying, social media or measurable performance marketing, and on how much Arabic and English work is involved.

How much does an advertising agency in the UAE cost?

It varies with scope and seniority. As a rough guide, small independent retainers for one or two channels often start in the low thousands of dirhams a month, broader digital mandates commonly run into the tens of thousands of AED a month, and network creative retainers are higher. Media, production and 5% VAT should be shown separately.

Do I need Arabic ads in the UAE?

It depends on your audience. Many UAE campaigns run in English, but Arabic-speaking audiences often respond better to native Arabic creative, and government or semi-government work usually expects it. If you run both, keep Arabic and English in separate campaigns or ad sets, each with a landing page in the same language.

Do influencers in the UAE need a permit to advertise?

According to reporting by The National, the UAE Media Council requires an Advertiser Permit for anyone posting promotional content on social media, whether paid or unpaid, with some exemptions such as promoting your own business. Ask your agency to confirm every creator's permit before a campaign goes live. This is not legal advice.

Should I hire an agency in Dubai or Abu Dhabi?

For most private businesses, a Dubai agency can serve clients across all emirates. An Abu Dhabi presence helps when you need frequent meetings in the capital, local activations, or when procurement rules for government and semi-government buyers favor local registration. Ask early about vendor approvals if your client is a public entity.

Does Appryze have an office in Dubai?

No. Appryze is based in New Delhi, India, and serves UAE clients remotely, with working hours that overlap almost fully because India is only 90 minutes ahead. It runs paid performance marketing on Google Ads, Meta, Amazon and app campaigns, and it is not included in this list.
