Android app development explained for business owners: steps, cost and Play Store rules

You don't need to code to get a good Android app built. You need to make four decisions well: scope, technology, team and Play Store readiness. Here's how.

Key takeaways
  • Write down the app's one job, its users and how you'll measure success before you ask for quotes.
  • Flutter suits most business apps and keeps iOS open for later; Kotlin fits apps that lean on Android system features.
  • A typical business app takes about 8 to 12 weeks from scope to Play Store, longer with payments or multiple user roles.
  • New Play Store apps and updates must target Android 16 (API 36) from 31 August 2026, and new personal accounts need a 12-tester, 14-day closed test.
  • Keep the code, Play Console account and ad accounts in your company's name.

If you run a business and want an app on Google Play, you don't need to learn to code. You need to understand enough about Android app development to make four good decisions: what goes into the first version, which technology to build it in, who builds it, and what Google requires before your app can go live. This guide covers those decisions in plain language, with typical timelines and costs in India.

If you are already comparing vendors, our separate guide on choosing an Android app development company in India goes deeper on vetting and testing. This one is about how the app actually gets made.

Before anyone writes code: what you should prepare

Most delays in Android app building happen because the owner and the developer understood the brief differently. Put these on paper first, even as rough notes:

Android only, or Android and iOS?

In India, Android is the larger platform by a wide margin, so many businesses start with Android alone. That is a sensible choice when your customers are mostly mass-market users, when you are testing an idea, or when the app is for your own staff or field team.

Plan for iOS from the start if your customers skew premium, if you also sell to the US, UK or UAE, or if you expect investors to ask why half your audience can't download the app. That doesn't mean building both on day one. It means choosing a technology that won't force a rewrite later, which brings us to the next decision.

Kotlin or Flutter: how to build an Android app

There are two serious ways to build Android app projects for business today. Here is the short version for owners; our guide to when Flutter fits has more detail.

If this is true for youLean towards
You want Android now and iOS later from the same budgetFlutter (one codebase for both)
The app is mostly forms, lists, bookings, payments and contentFlutter
It depends heavily on background location, Bluetooth devices, or Android-specific system featuresKotlin (native)
You need a home-screen widget, Android Auto, Wear OS or deep OEM integrationKotlin
You will hire your own in-house Android developer laterEither; agree the choice before you start hiring

Both are mature and both are supported by Google. What matters more than the framework is that the team has shipped live apps in it and can show you them on Play Store.

How an Android app gets made, step by step

A typical Android app making process for a small or mid-sized business app looks like this:

  1. Scope and quote (week 1). The developer turns your notes into a written list of screens, features and integrations, and gives a fixed price or an estimate. Insist on the written scope; it is your protection later.
  2. Wireframes and design (weeks 1–3). Black-and-white layouts first, then final designs. Approve the flow here, because changing a screen after it is coded costs several times more.
  3. Backend and admin panel (weeks 2–6). The server, database and a web panel where you manage users, orders or content.
  4. App development (weeks 3–8). Built in short cycles. You should receive a test build to install on your own phone at least every week or two.
  5. Testing (weeks 7–9). On a spread of real devices, including budget phones with less memory and older Android versions, because that is what many Indian users carry.
  6. Play Console setup and release (weeks 9–10). Store listing, policy forms, testing tracks and review. Details in the next section.
  7. Launch and first fixes (weeks 10–12). Crash reports, real user feedback, the first update.

A simple app can be faster; one with payments, multiple user roles or third-party integrations takes longer. Our post on how long it takes to build an app breaks the timeline down further.

Google Play Console requirements in 2026

This is where first-time owners get surprised. A few current rules worth knowing:

Google is also rolling out developer verification for apps on certified Android devices, including apps distributed outside Google Play. It took effect in Brazil, Indonesia, Singapore and Thailand on 30 September 2026 and expands globally from 2027, as described on the Android Developers Blog. If you plan to distribute an APK directly to staff or dealers, keep an eye on this. Our app store submission checklist covers the full release process.

What Android app development costs in India

These are typical market ranges for custom work by Indian agencies. They vary widely with design quality, integrations and who you hire, so use them to sanity-check quotes, not as prices.

Type of appExamplesTypical range
SimpleCatalogue, brochure, lead form, basic booking₹50,000 – ₹2 lakh
Mid-levelLogin, payments, admin panel, notifications, a few integrations₹2 lakh – ₹8 lakh
ComplexMultiple user roles, marketplace, live tracking, fintech or health features₹8 lakh – ₹30 lakh+

Also budget for running costs: hosting, SMS for OTPs, maps or payment gateway fees, and maintenance. Android updates every year and Google raises the target API requirement regularly, so an app with no maintenance plan gradually stops being eligible for updates. Adding iOS later with Flutter usually costs much less than building a second native app.

Who should build it: freelancer, agency or in-house

Whichever you choose, make sure the source code, the Play Console account and any ad accounts are in your name from day one.

Frequently asked questions

How much does it cost to make an Android app in India?

Typical market ranges with an Indian agency are about ₹50,000 to ₹2 lakh for a simple app, ₹2 lakh to ₹8 lakh for a mid-level app with login, payments and an admin panel, and ₹8 lakh to ₹30 lakh or more for complex apps such as marketplaces. Quotes vary with design, integrations and team, so compare written scopes, not just totals.

How long does Android app development take?

A straightforward business app usually takes about eight to twelve weeks from scope to Play Store release. Simple catalogue or booking apps can be faster, while apps with payments, several user roles or third-party integrations take longer. If you use a new personal Play Console account, add two weeks for the mandatory closed test.

Should I build my Android app in Kotlin or Flutter?

For most business apps built around forms, bookings, payments and content, Flutter is a good choice because the same code can later run on iOS. Choose Kotlin when the app depends heavily on Android-specific features such as background location, Bluetooth hardware, widgets or Wear OS. A team with live apps in the framework matters more than the framework.

What do I need to publish an app on Google Play?

You need a Google Play developer account (ideally an organization account in your company's name), a signed release build that meets the current target API level, a store listing with screenshots, a privacy policy, the Data safety form and content rating. New personal accounts must also complete a closed test with at least 12 testers for 14 days.

Can I build an Android app myself without coding?

Yes, no-code builders can produce simple apps such as catalogues or forms, and they're a fair way to test an idea. They become limiting when you need custom payments, integrations with your systems, good performance on budget phones, or full ownership of the code. Most businesses move to a custom build once the app starts to matter.
