What to expect from a mobile user acquisition agency: channels, creative and LTV bidding
Good UA is a system: the right channel mix for your stage, steady creative testing, bidding on value and honest reporting. Here's what that looks like.
- Start with one or two channels and expand only when each has clear results.
- Clean events, configured attribution and an iOS measurement plan come before scale.
- Run creative as a weekly or fortnightly system with clear test rules and a creative log.
- Progress from install to event to value optimization as data allows.
- Expect weekly channel reports, monthly cohort and payback views, and numbers that reconcile with your MMP.
A mobile user acquisition agency has one job: buy users whose lifetime value is higher than what they cost, and keep doing it as budgets grow. That sounds simple. In practice it means choosing the right channel mix for your stage, running a steady creative testing machine, bidding on predicted value instead of installs, and reporting in a way that lets you trust the numbers.
This guide is for founders and marketing leads evaluating a UA partner. It explains how a good agency builds the channel mix, how often creatives should change, how LTV-based bidding works in practice, and exactly what reporting you should expect.
What a mobile user acquisition agency should own
A full-service app marketing agency may also handle brand, PR, ASO and social. A UA agency is narrower and more numbers-driven. Its scope usually includes:
- Channel strategy and budget allocation across paid platforms.
- Campaign setup, bidding and daily optimization.
- Creative strategy, production briefs and testing.
- Measurement: event mapping, MMP configuration, iOS privacy frameworks and cohort reporting.
- Forecasting: what a given budget should produce, and what it would take to scale.
If you also need store listing and organic work, look for an agency that covers both, or read our guide to a full-service mobile app marketing agency.
Building the UA channel mix by stage
There's no universal mix. It depends on platform (iOS, Android or both), category, market and budget. A sensible progression for most US apps:
| Stage | Typical channels | Goal |
|---|---|---|
| Launch and test | One or two of Google App Campaigns, Meta (Advantage+ app campaigns) and Apple Ads | Learn what a user and a key event cost on each; validate the funnel |
| Early scale | The winners from testing, plus Apple Ads brand and category coverage on iOS | Hit a target cost per key event at growing volume |
| Diversification | TikTok, ad networks and DSPs, influencer and creator partnerships | Reach new audiences as main channels saturate |
| Mature | All of the above, plus retargeting and re-engagement campaigns | Optimize blended return and payback; reduce dependence on any one channel |
A common mistake is spreading a small budget across five channels at launch. Each one gets too little data to learn, and you end up with five inconclusive results instead of one clear answer. For channel-specific detail, see our guides to Google App Campaigns, Meta app install ads and Apple Search Ads.
Measurement: the foundation under every decision
Before scaling spend, a UA agency should confirm three things:
- Events are clean. Install, signup, key action and revenue events fire once, with correct values, and match your backend.
- Attribution is configured. An MMP or Firebase links installs and events to channels and campaigns on both platforms.
- iOS has a plan. With App Tracking Transparency, many iOS users can't be tracked at the user level, so measurement leans on Apple's privacy-preserving frameworks.
On iOS, Apple's AdAttributionKit documentation describes how it builds on SKAdNetwork: click-through installs within 30 days and view-through installs within 24 hours can be attributed, postbacks arrive within 24 to 48 hours of the user launching the app, re-engagement attribution is available from iOS 18, and conversion values only appear when Apple's privacy thresholds are met. In practice, that means iOS results arrive later and less granular than Android, and the agency should design conversion values around your early revenue signals. Our SKAdNetwork iOS attribution guide goes deeper.
Creative testing cadence
On automated platforms, creative is the main lever left to advertisers, and creative fatigue is one of the most common reasons performance slides. A good UA agency runs creative as a system rather than a one-off project:
- Weekly or fortnightly launches of new assets for each active channel, scaled to your spend.
- A mix of new concepts and iterations. New concepts test a different hook, audience pain point or format. Iterations change one element of a winner, such as the first three seconds, the voiceover or the end card.
- Clear test rules. Decide in advance how much spend or how many conversions an asset gets before it's judged, and which metric decides (cost per key event, not click-through rate).
- A creative log. Every concept, its hypothesis and its result, so learnings carry over to the next brief and the next channel.
- Formats per placement: vertical video for Reels, Stories, TikTok and Shorts; square and landscape where they're used.
Ask a prospective agency to show you an anonymized creative log. If they don't keep one, they're relying on memory.

Cheap installs are easy to buy and rarely profitable. The goal is to pay according to what a user is likely to be worth. A typical progression:
- Install optimization at launch, only long enough to collect event data.
- Event optimization on an early action that predicts revenue, for example completing onboarding, starting a trial or a first purchase.
- Value optimization once purchase volume allows. On Google, target ROAS uses in-app revenue values, and Google recommends running a target CPA campaign first to find a realistic target. Per Meta's Advantage+ app campaigns documentation, value optimization on Advantage+ app campaigns maximizes purchase value, with an option to set a minimum ROAS.
- Predicted LTV signals for apps with long payback, such as subscriptions, where the agency or your data team sends an early predicted value, for example an estimated day-30 value, as the optimization signal.
To make this work, you need an agreed LTV model, even a simple one: average revenue per paying user over a set window, multiplied by the conversion rate from install to payer, by channel and country. Then set a payback target (for example, recover spend within a set number of months) and let that define your allowable cost per event.
Reporting a client should expect
| Cadence | What it should include |
|---|---|
| Weekly | Spend, installs, cost per key event and early revenue by channel and platform; creatives launched and paused; changes made and why; next week's plan. |
| Monthly | Cohort view (day-7 and day-30 revenue or retention by channel), payback against target, budget recommendation, creative learnings, measurement issues found. |
| Quarterly | Channel mix review, LTV model check, incrementality or holdout test results where budgets allow, and a plan for the next quarter. |
Two things make reports trustworthy. First, numbers should reconcile with your MMP and backend, with known gaps explained. Second, ad platform-reported results and MMP-reported results should be shown separately, not cherry-picked. Our guide to a performance marketing agency for apps covers pricing models and KPI contracts.
Questions to ask in the pitch
- Which channels would you start with for our app, and which would you deliberately leave out for now?
- What event would you optimize toward first, and when would you move to value optimization?
- How would you set up iOS conversion values for our business model?
- How many new creatives per month are included, and who produces them?
- What budget do you need to get a clear read on a channel, and how long will it take?
- Show us a sample weekly report and a creative log, anonymized.
- What would make you recommend we spend less?
The last question is telling. An agency that can describe when it would cut your budget is one that's thinking about your payback, not its fee.
Red flags when hiring a UA agency
- They focus on cost per install and impressions instead of cost per event and payback.
- They want to run campaigns in their own ad accounts.
- They can't explain how they measure iOS results.
- They push large volumes through unknown networks without fraud checks.
- They promise a fixed cost per install before testing your app.
- They have no creative process beyond "send us your assets".

Frequently asked questions
What does a mobile user acquisition agency do?
A mobile user acquisition agency plans and runs paid campaigns that bring new users to your app, typically on Google App Campaigns, Meta, Apple Ads, TikTok and ad networks. It handles channel strategy, bidding, creative testing, measurement and reporting, with the goal of acquiring users whose lifetime value exceeds their cost.
What is LTV-based bidding for apps?
LTV-based bidding means optimizing campaigns toward the value users generate rather than the number of installs. Apps usually start with install or early event optimization, then move to value optimization, such as target ROAS on Google or value optimization on Meta, once there's enough purchase data. Some send predicted values as signals.
How often should app ad creatives be refreshed?
For active accounts, new creatives typically launch every one to two weeks per channel, scaled to spend. The mix should include new concepts and iterations on proven winners. Judge each asset on cost per key event after a pre-agreed amount of spend, and keep a creative log so learnings carry forward.
Which channels are best for mobile user acquisition?
Most US apps start with Google App Campaigns, Meta and, for iOS, Apple Ads, then add TikTok, ad networks and creator partnerships as they scale. The right mix depends on platform, category and budget. Start with one or two channels and expand only when each produces a clear, measurable result.
What reports should a UA agency provide?
Expect weekly reports on spend, installs, cost per key event and early revenue by channel, plus changes made and next steps. Monthly reports should add cohort views of day-7 and day-30 value, payback against target and budget recommendations. Numbers should reconcile with your MMP and backend, with gaps explained.
