Loan app user acquisition in India: clear policy first, then optimize for cost per disbursal
Paid growth for Indian lending apps starts with Play and Google Ads policy clearance, then moves from installs to KYC, approval and disbursal. Here's the playbook.
- Personal loan apps on Google Play in India must be on the RBI's DLA list, including LSP apps listed through their NBFC.
- Google Ads financial services verification is required before advertising lending in India.
- Send KYC, approval, rejection and disbursal events server-side so platforms learn from credit outcomes.
- Climb the event ladder from KYC to disbursal as volume allows, judging every campaign on CPD.
- Approval rate is a marketing lever: report it by campaign and exclude segments you can't approve.
Most app marketing measures success at the install or the purchase. Lending apps can't. An install that never completes KYC, or a user who completes KYC and then gets rejected by the credit engine, costs you money and produces nothing. Good loan app user acquisition in India starts with policy clearance on Google Play and Google Ads, then optimizes for the one number that matters: cost per disbursal (CPD).
This playbook is for lenders, NBFCs and lending service providers (LSPs) planning or fixing paid acquisition for a personal loan app in India. It is practical guidance, not legal or compliance advice.
Why loan app user acquisition is different
A lending funnel has more steps, and more of them are outside marketing's control, than almost any other app category:
- Install
- Registration and mobile OTP
- KYC (PAN, Aadhaar-based eKYC or video KYC)
- Bureau pull and credit decision
- Offer acceptance, key fact statement and e-sign
- Mandate setup and disbursal
- First repayment
Ad platforms see the first one or two steps immediately. The credit decision, disbursal and repayment happen hours or weeks later, on your servers. Unless you pass those outcomes back, Google and Meta will keep finding people who install and register, which is often a different audience from people who get approved and repay.
Clear the policy gates before you spend
Campaigns can't fix an app that is not allowed to advertise or be listed. Check these first.
Google Play: personal loan apps in India
- RBI license and the DLA list. Under Google Play's India personal loan app requirements, apps must hold a valid RBI license and appear on the RBI's public list of "DLAs deployed by Regulated Entities". New personal loan apps publishing for the first time had to be on the list from October 30, 2025, and existing apps had to be listed by January 28, 2026 to stay available.
- LSP and platform apps are not exempt. Apps that facilitate lending rather than lend directly still need to be on the RBI list, usually through their partner NBFC, must declare their status accurately in the Play Console financial features declaration, and must name all partner NBFCs and banks in the app description.
- Global personal loan rules still apply. Google Play's Personal Loans policy bars apps promoting loans that require full repayment in 60 days or less, requires the Finance category and disclosure of minimum and maximum repayment period, maximum APR and a representative total-cost example, and blocks access to sensitive data such as contacts, photos and media, and precise location.
Google Ads: financial services verification
To run financial services ads targeting India, advertisers must complete Google's financial services verification, which for India has been enforced since January 24, 2023 and covers regulators including the RBI and SEBI, according to Google's list of relevant regulators and enforcement dates. Most advertisers first verify through Google's third-party vendor, and the business details must match the regulator's registry exactly. An LSP typically verifies as an approved third party, with the process started by the licensed NBFC it works with. Plan for this before launch week; a mismatched company name or registration number is the most common delay.
Meta
Meta's advertising standards for financial products also apply. Avoid claims such as guaranteed approval, and make sure the advertiser identity in Business Manager matches the brand and lender shown in the app. Requirements change, so check the current policy inside your ad account before scaling.
| Pre-launch check | Owner | Done when |
|---|---|---|
| App is on the RBI DLA list | NBFC / compliance | App name and package appear on the RBI list |
| Play financial features declaration | Product | Declaration matches lender or LSP status; NBFC names in description |
| Store listing disclosures | Product / marketing | Tenure range, maximum APR and representative example visible |
| Permissions audit | Engineering | No restricted permissions in the manifest, including from SDKs |
| Google Ads financial services verification | Marketing + NBFC | Verified status on the ad account |
| Creative and landing page review | Marketing + compliance | No guaranteed-approval or misleading rate claims |
Instrument the full lending funnel
Before the first rupee of spend, decide which events you send to your MMP and ad platforms, and from where:
| Event | Fired from | Use |
|---|---|---|
| registration_complete | App SDK | Early signal; optimization in the first weeks only |
| kyc_complete | Server, via MMP server-to-server | Main optimization event while volumes are low |
| loan_approved | Server | Approval-rate analysis; optimization once volume allows |
| loan_rejected | Server | Reporting and audience exclusion, never as an optimization goal |
| loan_disbursed (with amount) | Server | Target event for CPD and value-based bidding |
| first_emi_paid / first_emi_bounced | Server | Cohort quality by channel, campaign and creative |
Send credit outcomes server-side, keyed to the same user ID the SDK uses, so your MMP can attribute them to the original install. Keep all borrower data out of event parameters: send amounts and outcomes, never PAN, Aadhaar or bureau data.

Disbursal is the event you want, but early on it fires too rarely for bidding algorithms to learn from. The practical approach is to climb a ladder:
- Weeks 1–2: optimize toward registration or KYC start while you validate tracking, creatives and the funnel. Judge campaigns on downstream CPD in your MMP, not on the optimization event.
- Next: move Google App campaigns and Meta app campaigns to target CPA on kyc_complete once it fires consistently every day.
- Then: switch to loan_approved or loan_disbursed when daily volume per campaign is stable enough for the platform to keep delivering. Change the goal on a new campaign or one at a time, so you can compare.
- Finally: test value-based bidding (target ROAS) using disbursal amount or, better, a predicted margin value.
Our guide to Google App Campaigns covers learning phases and bid strategy settings in more detail.
Approval-rate aware bidding
Your CPD is your cost per install divided by the product of every conversion rate after it. A simple illustration with made-up round numbers: if each install costs ₹60, 50% register, 50% of those complete KYC, 25% of those are approved and 80% of approved users take the loan, then CPD is ₹60 ÷ (0.5 × 0.5 × 0.25 × 0.8), or ₹1,200. Lifting the approval rate from 25% to 50% cuts CPD exactly as much as halving the CPI, and in a crowded lending auction it is often the more achievable of the two.
That makes approval rate a marketing lever, not just a credit metric:
- Bid on the outcome, not the step. A campaign with a high KYC rate but a low approval rate looks great on CPA and terrible on CPD. Report approval rate by campaign, creative, geography and device tier every week.
- Pass predicted value. If you value-bid, send a value that reflects expected margin (loan amount, approval probability and expected loss), not just loan size. Otherwise the algorithm chases large-ticket applicants who are less likely to be approved.
- Exclude what you can't approve. Use rejected users and ineligible segments as exclusion audiences, and narrow geography where your policy declines most applicants.
- Pre-qualify in the funnel. A short eligibility check before full KYC (income range, employment type, city) reduces wasted KYC costs and gives the platform a cleaner signal.
Creatives that pass review and build trust
Trust is the conversion driver in Indian lending, especially after years of coverage of illegal loan apps. What tends to work:
- Name the lending NBFC clearly in ads and on the first app screen.
- Show realistic ranges for amount, tenure and rates rather than "instant ₹5 lakh, no documents".
- Use vernacular creatives for tier-2 and tier-3 audiences, with the same disclosures.
- Demonstrate the process: short screen recordings of KYC and offer screens outperform generic stock imagery for many lenders.
Avoid "guaranteed approval", "no CIBIL check" and fake urgency. They create review risk and attract applicants your credit policy will decline anyway.
Fraud, quality and the weekly report
Finance is one of the categories most targeted by install fraud in India, so run fraud protection in your MMP from day one and watch for patterns such as very short install-to-registration times or clusters of identical devices. Our India app marketing guide covers fraud controls more broadly.
A useful weekly report shows, by channel and campaign: spend, installs, cost per KYC, approval rate, CPD, average ticket size and early repayment signals for older cohorts. Share it with the credit team. Their policy changes move your CPD as much as any bid change.

Frequently asked questions
What is cost per disbursal in loan app marketing?
Cost per disbursal (CPD) is total ad spend divided by the number of loans actually disbursed to users acquired by that spend. It is the core efficiency metric for lending apps because installs, registrations and even KYC completions do not produce revenue unless the applicant is approved and takes the loan.
Do loan apps in India need to be on the RBI DLA list for Google Play?
Yes. Google Play requires personal loan apps targeting India to hold a valid RBI license and appear on the RBI's list of digital lending apps deployed by regulated entities. New apps needed to be listed from October 30, 2025 and existing apps by January 28, 2026. Apps that only facilitate lending must also be listed, usually via their NBFC partner.
How do I get Google Ads financial services verification in India?
Start verification in your Google Ads account. Most advertisers first verify with Google's third-party vendor, providing license and registration details that must exactly match the regulator's records, then submit the resulting code to Google. Lending service providers usually verify as approved third parties, with the process initiated by their licensed NBFC partner.
Can Meta ads work for personal loan apps in India?
They can, provided the advertiser identity matches the lender shown in the app, creatives avoid claims like guaranteed approval, and you follow Meta's current financial products policies. Send KYC and disbursal events back through your MMP so Meta optimizes for approved borrowers rather than cheap registrations.
Which event should a lending app optimize Google App campaigns for?
Start with an early event such as KYC completion while volumes are low, and move to loan approval or disbursal once those events fire consistently every day. Judge every campaign on cost per disbursal in your MMP throughout, even while the platform is optimizing toward an earlier step.
